PROPOSALS FOR FIRST SELECTIONS DUE: 4:00 p.m. (Arlington VA local time), Friday, February 1, 2008. POC: Dr. Jennifer C. PROGRAM OBJECTIVE AND DESCRIPTION: The Defense Advanced Research Projects Agency's (DARPA) Strategic Technology Office (STO) is soliciting proposals under this BAA for Synthetic Aperture LADAR for Tactical Imaging (SALTI). The objective of the SALTI program is to develop and demonstrate a Synthetic Aperture Laser RADAR (LADAR) sensor capable of long range, high resolution synthetic aperture imaging from a Contractor operated aircraft to demonstrate performance and validate readiness for transition to an operational customer.

SECURITY: The Government anticipates proposals submitted under this BAA will be CLASSIFIED. Guidance regarding the marking, packaging, and delivery of classified proposals is provided in the DD Form 254, "Contract Security Classification Specification", and the classified BAA associated with this announcement. A TOP SECRET facility clearance and a TOP SECRET safeguarding clearance will be required to perform awards issued under this BAA. The specific requirements of the SALTI system are classified at the SECRET//Collateral level, and are available only to Proposers who are cleared to handle such materials. To receive the classified BAA, the Proposers must provide their CAGE code and documentation of their authorization to handle SECRET materials in writing to:

An amended DD 254 (DoD Contract Security Classification Specification) form will be issued to complete a classified proposal, and upon contract award if a determination is made that there is a need for access to classified information to complete the proposed work.

ADDITIONAL GUIDANCE: Additional information regarding program objectives, anticipated schedule, technical milestone criteria, and proposal preparation and submittal is provided in the classified BAA and DD Form 254 associated with this announcement. Proposers choosing to respond must obtain the classified BAA associated with this announcement. Proposers must submit documentation of their authorization to handle classified materials before they will be issued the classified BAA. This announcement and the classified BAA, together, constitute the full BAA for this project.

PROPOSER'S DAY INFORMATION: A classified SALTI Proposer's Day is planned for December 10, 2007 at Schafer Corporation, 3811 N Fairfax Drive, Arlington, VA. Security clearances for up to five attendees per proposer team must be submitted by November 26, 2007 to Ms. B. Ruiz (Secure FAX: (703) 526-4750/4749; Secure Voice: (571) 218-4285).

REGISTRATION INFORMATION: Participants must register by submitting documentation of authorization to handle classified materials and security clearances for up to five attendees to Ms. B. Ruiz (Secure FAX: (703) 526-4750/4749; Secure Voice: (571) 218-4285). There is no registration fee for attending this conference.

The Proposers' Day will be classified SECRET. Attendance is limited to U.S. citizens only. The SALTI Program will be subject to U.S. Export Controls (International Traffic in Arms Regulations (ITAR)) and National Security regulations. All performers must meet the requirements for participation set by those regulations. The Proposers' Day is voluntary. Attendance is not required to propose to this BAA. Proposers will be provided the opportunity to brief their concept to the Program Manager. DARPA reserves the option to limit the number of attendees per organization to enable participation by as many organizations as possible.
