General BAA Frequently Asked Questions

Contract Requirements:

The following questions are offered as general guidelines for those who are interested in submitting proposal abstracts and proposals to the Information Processing Techniques Office (IPTO) at DARPA. Please choose from the following list of question topics.

1. What is a contract agent?

2. Who will my contract agent be?

3. Is there a maximum time period within which I must be under contract before I lose the funding awarded for the research effort?

4. One of my team members has withdrawn after my proposal was awarded. How can I replace that member without jeopardizing my award?

5. Some of my material/resource costs have increased since submitting my proposal. Can my costs change when contract negotiations are conducted?

6. The PI on our contract is leaving. How can we reassign a new PI without jeopardizing our contract?

1. What is a contract agent?
A contract agent is a government agency to whom the authority to negotiate and manage a particular contract is delegated. DARPA uses other agencies to negotiate and manage many of the research projects they fund as it is a cost effective approach to government resource utilization.

2. Who will my contract agent be?
Your contract agent may be any government agency to whom DARPA delegates this authority.

3. Is there a maximum time period within which I must be under contract before I lose the funding awarded for the research effort?
Research funds may be obligated for a period of two years. They do not expire for another five years.

4. One of my team members has withdrawn after my proposal was awarded. How can I replace that member without jeopardizing my award?
You will need to obtain the consent of the cognizant administrative contracting officer (ACO) to enter into a replacement subcontract. The ACO will coordinate with the Program Manager as necessary.

5. Some of my material/resource costs have increased since submitting my proposal. Can my costs change when contract negotiations are conducted?
Contractors are required to submit cost or pricing data to the contracting officer that are accurate, complete, and current as of the date when price negotiations are concluded. This includes changes in costs occurring subsequent to original proposal submission.

6. The PI on our contract is leaving. How can we reassign a new PI without jeopardizing our contract?
Contracts typically contain a Key Personnel clause under which the Contractor is required to notify the Contracting Officer prior to making any change in key personnel, including the PI. The Contractor must demonstrate that the qualifications of the prospective personnel are equal to or better than the qualifications of the personnel being replaced.
