General BAA Frequently Asked Questions
Award / No Award:
The following questions are offered as general guidelines for those who are interested in submitting proposal abstracts and proposals to the Information Processing Techniques Office (IPTO) at DARPA. Please choose from the following list of question topics.
1. How long does it take between the time a proposal is selected and an award is made?
2. What is the nominal time expected to negotiate a contract once an award is made?
3. If my proposal is rejected, how can I find out why and do I have the opportunity to resubmit if I make the necessary corrections?
4. My proposal was deemed "selectable". Does that mean I will definitely receive funding?
5. My proposal was defined as "selectable and fundable". Will I receive the exact funding as requested in my cost proposal?
6. I have been awarded funding on this BAA. Can I begin working immediately?
1. How long does it take between the time a proposal is selected and an award is made?
Although every effort is made to move through the process quickly, there are many factors that influence the amount of time between selection and award. An estimate of the time between selection and award would be 3-4 months.

2. What is the nominal time expected to negotiate a contract once an award is made?
Nominally, contract negotiations take about 2 months. However, more complex negotiations have been known to take as long as six months.

3. If my proposal is rejected, how can I find out why and do I have the opportunity to resubmit if I make the necessary corrections?
Although debriefings are not required by the FAR under BAAs, DARPA makes every effort to provide feedback to unsuccessful offerors as requested. Resubmittals under the same BAA are not allowed.

4. My proposal was deemed "selectable". Does that mean I will definitely receive funding?
A selectable proposal has been evaluated as meeting the criteria of the BAA. However, it does not guarantee funding due to funding limitations of the BAA. It is possible that other government agencies may be interested in funding your proposal and, if so, you will be contacted by that organization.

5. My proposal was defined as "selectable and fundable". Will I receive the exact funding as requested in my cost proposal?
You may not receive the exact funding requested in your proposal. Funding limitations of the BAA may only allow partial funding or will require funds to be allocated according to a different timeframe that that described in your proposal. These constraints will be addressed as part of the contract negotiation process.

6. I have been awarded funding on this BAA. Can I begin working immediately?
Typically, work cannot begin on your effort until a contract is negotiated. Where the PM provides the contracting agent with a valid early start justification, the contracting officer may authorize the contractor to incur precontract costs at its own risk. Such authorization is reserved for use in emergency situations where incurring of these costs is necessary to comply with urgent contract delivery schedules.
