General BAA Frequently Asked Questions

BAA Closing:

The following questions are offered as general guidelines for those who are interested in submitting proposal abstracts and proposals to the Information Processing Techniques Office (IPTO) at DARPA. Please choose from the following list of question topics.

1. Can I submit my proposal early?

2. When does a BAA officially close?

3. May I submit a proposal on the same subject as a BAA after it closes?

4. After the BAA closes, what communications can occur with the Program Manager?

5. There are other government agencies that conduct research in the same areas as DARPA. If DARPA has limited funding but is interested in my proposal, can these other agencies provide funding through the BAA?

6. My proposal was selected, however, I am told there are no funds for it at this time. What is the period during which the proposal is eligible to receive funding from DARPA or other agencies should funding become available?

1. Can I submit my proposal early?
Proposals can be submitted before the closing date of a BAA, however, it may not be evaluated until after the closing date of the BAA.

2. When does a BAA officially close?
The BAA officially closes at the time stated in the BAA solicitation for proposal submission.

3. May I submit a proposal on the same subject as a BAA after it closes?
An unsolicited proposal must adhere to Federal Acquisition Regulations (See FAR 15.5-Unsolicited Proposals) and may not be used as a means to submit a late proposal to a published BAA. You may wish to monitor the IPTO solicitations page here for information regarding upcoming BAAs to which you may wish to respond.

4. After the BAA closes, what communications can occur with the Program Manager?
Once the BAA closes, the offeror should not initiate any communication directly with the PM regarding its specific proposal or the BAA in general. The administrative contact addresses listed in the BAA are still available for offeror inquiries, but the range of responses available from the PM will be limited at this point.

5. There are other government agencies that conduct research in the same areas as DARPA. If DARPA has limited funding but is interested in my proposal, can these other agencies provide funding through the BAA?
Yes, once a proposal is selected through the BAA, it can be funded by other government agencies.

6. My proposal was selected, however, I am told there are no funds for it at this time. What is the period during which the proposal is eligible to receive funding from DARPA or other agencies should funding become available?
Unless indicated otherwise in the BAA, the typical time period is one year.
