General BAA Frequently Asked Questions
Pre-BAA:
The following questions are offered as general guidelines for those who are interested in submitting proposal abstracts and proposals to the Information Processing Techniques Office (IPTO) at DARPA. Please choose from the following list of question topics.
1. What communications can occur with the Program Manager prior to release of the BAA?
2. Many BAAs encourage teaming arrangements. Once the BAA is released, there is often insufficient time to find partners for teaming. Can DARPA provide a resource list prior to the BAA release?
3. I am interested in conducting research for DARPA. How can I find out who the Program Manager is for my research area? Can I contact this person directly and meet with them to discuss my ideas?
1. What communications can occur with the Program Manager prior to release of the BAA?
Information on DARPA research programs is available through the DARPA web site at http://www.darpa.mil. Program managers for each program are identified and are available for you to contact to discuss your ideas and schedule a meeting if appropriate. PMs may not provide inside information about upcoming BAAs that would bestow a competitive advantage on any offeror or tell a potential contractor what to do to be a winner.

2. Many BAAs encourage teaming arrangements. Once the BAA is released, there is often insufficient time to find partners for teaming. Can DARPA provide a resource list prior to the BAA release?
Resource lists cannot be provided prior to the release of a BAA. If a potential offeror does not believe that the BAA allows sufficient time for submission of a comprehensive response, it may request an extension of the BAA proposal due date for all offerors.
