Each proposal submitted will be judged strictly on its merits and without regard to whether or not the proposer participated in Phase I.

Pre-publication approval is necessary for this program, however University researchers may be able to benefit the program, for example, via participation in small businesses or as consultants to other proposers who are not similarly constrained.

No. The problem space addressed by this solicitation is system damage caused by malicious software attacks or accidental flaws in software.

4. The BAA doesn’t restrict offerors to a pre-defined project time period, though it does mention that more rapid achievement of research goals is preferable. What do you consider a reasonable time period, and is there a length that a project should not exceed?
A reasonable time period, as inferred in the BAA, is the proposer’s best estimate of the amount of time that will be required to accomplish the stated goals. DARPA will not award a contract or other form of agreement with a period of performance greater than five years.
