Things to do when submitting a proposal:

Contract Award Types: 

Contracts --> the principal purpose of the instrument is acquisition by purchase, lease, or barter of property or services for the direct benefit or use of the Federal Government or whenever DARPA determines in a specific instance that the use of a type of procurement contract is appropriate. (10 U.S.C. 2304 and 31 U.S.C. 6303)

Contract types:
Cost Reimbursement: Obligates contractor to use best efforts to perform required work. Contains limitation of cost clause.

  • Cost Plus Incentive Fee (CPIF)
  • Cost Plus Fixed Fee (CPFF)

Fixed Price: Stipulates the exact amount to be paid.

  • Fixed Price Incentive (FPI)
  • Fixed Price Redermination (FPR)

Grants --> whenever the principal purpose of the relationship is the transfer of a thing of value to the recipient in order to accomplish a public purpose of support or stimulation authorized by a Federal statute and no substantial involvement is expected between DARPA acting for the Federal Government and the recipient during performance of the contemplated activity. (10 U.S.C. 2358 and 31 U.S.C. 6304)

Cooperative Agreements -->whenever the principal purpose of the relationship is the transfer of a thing of value to the recipient to accomplish a public purpose of support or stimulation authorized by Federal statute, and substantial involvement is expected between DARPA, acting for the Federal Government, and the recipient during performance of the contemplated activity. (10 U.S.C. 2358 and 31 U.S.C. 6305)

"Other" Transactions--Technology Investment Agreements (Research) --> when a contract, grant or cooperative agreement is not feasible or appropriate, DARPA may enter into an other transaction that facilitates the accomplishment of its mission, which is not contrary to law, and which is in the public interest. (10 U.S.C. 2358 and 10 U.S.C. 2371)

"Other" Transactions--for Prototypes (845s) --> a legally binding instrument other than a procurement contract, grant, cooperative agreement, or other transaction for research used for a prototype project directly relevant to weapons or weapons systems proposed to be acquired or developed by the DoD. (10 U.S.C. 2371)

Glossary of Terms / Acronyms:

Advanced Research -- For the purposes of 10 U.S.C. Section 2358, advanced research creates new technology or demonstrates the viability of applying existing technology to new products and processes in a general way.

Applied Research -- Efforts, typically funded within the 6.2 Exploratory Development category of DOD's Research, Development, Test and Engineering (RDT&E) budget, to determine and exploit the potential of science and engineering knowledge and understanding in technology such as new materials, devices, methods, and processes.

Basic Research -- Efforts, typically funded in RDT&E 6.1 Basic Research category, intended to increase knowledge and understanding in science and engineering.

Contract -- A legal instrument which reflects a relationship between the Federal government and a State, a local government, or other person when the principle purpose of the instrument is to acquire property or services for the direct benefit or use of the Federal government. Also referred to as a "procurement contract".

Contracting Officer -- A person with the authority to enter into, administer, and/or terminate contracts and make related determinations and findings.

Cooperative Agreement -- A legal instrument used to enter into the same kind of relationship as a grant, except that substantial involvement is expected between the Department of Defense and the recipient when carrying out the activity contemplated by the cooperative agreement. (Reference: DODGARs -- gives information on DoD policies for awarding and administering grants, cooperative agreements, and certain other assistance and nonprocurement agreements.)

Development -- Efforts to systematically use scientific and technical knowledge to design, develop, test, or evaluate potential new products, processes, or services to meet specific performance requirements or objectives.

Federal Business Opportunities (FBO) -- Most funding opportunities over $25,000 are announced in FBO. Also, contains announcements of "sources sought" for particular types of efforts.

Grant -- A legal instrument used to enter into a relationship, the principal purpose of which is to transfer a thing of value to the recipient to carry out a public purpose of support or stimulation authorized by a law of the United States, rather than to acquire property or services for the Department of Defense's direct benefit or use. Further, it is a relationship in which substantial involvement is not expected between the Department of Defense and the recipient when carrying out the activity contemplated by the grant. (Reference: DODGARs -- gives information on DoD policies for awarding and administering grants, cooperative agreements, and certain other assistance and nonprocurement agreements.)

Grants Officer -- An official with the authority to enter into, administer, and/or terminate grants or cooperative agreements.

"Other" Transactions (OTs) -- A legal instrument other than a standard contract, grant, or cooperative agreement for performing research and development projects. "Other" transactions are used almost exclusively for performing basic, applied, and advanced research.

Statement of Work (SOW) -- A description of the tasks to be performed, as applicable, to achieve the stated program goal(s). Identifies the tasks to be performed by the contractor. Once a contract is awarded, the SOW becomes part of the "contract boilerplate" and the specific tasks, or portions thereof, often appear within the contract as Contract Line Item Numbers (CLINs). The CLINs, along with the Contract Data Requirements List (CDRL) are the only items which the contractor is legally required to deliver, or produce, under the terms of the contract. Contains the: scope, tasks, and deliverables.

Unsolicited Proposal -- Vendor's proposal for specific activities to be performed by the vendor but is not submitted in response to any specific request, or announcement.

White Papers -- Represents the thoughts of a vendor on a particular subject. Submitted as a means of generating interest on the part of DARPA. May be requested by DARPA as a preliminary submission in response to a BAA. Also known as "proposal abstracts."

Work Breakdown Structure (WBS) -- a tool that can be used to show the relationship between the various tasks and activities that are described in the SOW. Designed to show the program activities, and how they are related, to some specified "level" or depth. The format can serve as an "outline" to describe any effort, or process, and it can also be used to break-out the costs for the separate activities which go into the overall program.
